1. Close MS Outlook.
2. Right Click on the Start button and select :Command Prompt (Admin)
If you are not able to see this, instead of that use : Windows Powershell (Admin)
3. Now type in the Command Prompt as : sfc /scannow (Space between sfc and the slash) OR copy paste this command from my webpage.
4. Just wait to complete the process. Generally, it will take below 20 Minutes with a normal Hard Disk Drive. If your HDD is SSD, then the process time will be very less.
5. Now Restart your Windows 10 computer and open MS Outlook. It will work as you expected.
If this is not working, you may try below methods:
1] Create a new shortcut to Microsoft Outlook 2013 on your desktop. Now Right click on the recently created icon and click on Run As Administrator option. Now verify that if you are above Send or Receive emails without any issue. If so, you can create an elevated shortcut to always run it in that mode to get rid of 0x800CCC13 issue.
2] You can Boot your computer in Clean Boot State and check that if you are above to Send/Receive. If it is okay, then you may need to find the offending app / program that is interfering with Microsoft Outlook, and disable that program.
